CHAPTER.—XII

RECORDS OF SERVICE

1201. Service Record of Gazetted Officers.—The service records of Gazetted Officers are maintained by the Accounts Officers who disburse their pay or, if a Gazetted Officer proceeds on leave, deputation, or foreign service, by the Accounts Officer who would disburse pay but for the leave, deputation or foreign service. Upto31st March, 1959, this record was known as the " History of Services of Officers of the Indian Railways " and was issued in print at suitable periodical intervals as decided by the Railway Board. With effect from 1st April 1959, the compilation and printing of the History of Services was discontinued and it was decided that instead a service card should be maintained for each Gazetted Officer containing the information compiled so far in the printed History of Services.

1202. The form in which the service card should be maintained is given below-

Note.—(I) In the case of pensionable officers, who have elected the Liberalised  Pension Rules including Family Pension, appropriate remarks to that effect should be given below the column for Pension.

(2) In the case of officers having elected the Liberalised Leave Rules, the remarks viz., "Elected the Liberalised Leave Rules with effect from..................................." should be given below the column for Leave.

(3)If art officer has elected Central Pay Commission's scales of pay, the remarks, viz., " Elected the Central Pay Commission's Scales of Pay with effect from.................." should be given below the entry made vide Note (2) above.

(4)  In the case of officers who joined  service in or were promoted to the Gazetted rank prior to 31st March 1959, the particulars of service rendered up to that date need not be recorded in the Service Card, but the page number of the printed History of Services should be referred to before commencing the record of subsequent service.

1203.  The service card should be maintained in respect of Gazetted Officers, whether permanent or temporary,  employed   on Indian   Railways.   No service  cards need,   however,   be maintained in respect of persons holding gazetted posts in an officiating capacity or Officers With honorary gazetted rank.     The service cards should be kept posted up-to-date at intervals of 2 years or until the officer ceases to be in Railway employment whether due to retirement, permanent transfer, resignation, death or for any other reason.

1204.  Once in every 5-years period, extracts of the entries in the cards should be prepared in quintuplicate one for retention   in the Accounts records, one for   the Chief Personnel Officer, two to be sent to the officer concerned for obtaining acceptance on one copy, the other being retained by him for his record and the fifth copy for the Establishment (Gazetted) branch of the Railway Board's office.   Each Accounts Office is responsible for preparing and furnishing extracts in respect of Gazetted Officers under its accounts jurisdiction on the last date covered by the extracts. In the case of officers on foreign service, the extracts should be prepared and furnished by the Accounts Officer who is responsible for the recovery of foreign service contribution.

Note- -The extracts should be legibly prepared and 20 per cent of the entries should be checked by the Section Officer (Accounts) in the Office of the Accounts Officer concerned and another 20 per cent by the Accounts Officer himself.

1205. The service cards should be kept under lock and key and under the personal custody of the Section Officer (Accounts) who should maintain alphabetical index register of service cards in the following form; —

Note.—The register should be reviewed bytle Section Officer (Accounts) once a quarter and the service cards should be physically verified by the Branch Officer once a year, and the fact that the register has been reviewed and the cards verified physically should be noted in the register, and for this purpose a few pages in the register may be left blank.

1206. In every case of transfer from the jurisdiction of one Accounts Officer to that of another, the service •card of the officer should be completed upto the date of transfer and sent to the Accounts Officer concerned along with the other transfer documents in the form given below :—

A note of transfer of the card should be kept in the remarks column of the register. In the case of transfer of an officer on foreign service, the service card should be sent to the Accounts Officer who is responsible for the recovery of foreign service contribution.

Procedure for Compilation of the Service Card:

1207.  Heading and Initial entries.—The particulars in   the  heading should   be filled in accordance with the instructions contained in the following  paragraphs.

1208.  The date of joining the service should be filled in as follows.    In the case of an officer—

(a)  promoted from a Class III service either to Class I or Class II service, the date of first appointment to railway service should be recorded and not the date of promotion to Class I or Class II service ;

(b)  promoted to Class l service from Class II service or from temporary Gazetted (Class I or Class II) service, the date of first appointment to railway service should be recorded and not the date of promotion to Class I service ;

(c)  appointment either to Class I or to Class II service after undergoing a period  of apprenticeship ; the date on which service as an apprentice commenced should be recorded and not the date on which service in Class I or Class II service commence.

1209. By State of origin is meant the Indian State in which the officer was domiciled at the time of his appointment.

1210.  The information regarding the mother tongue should be recorded in the heading.

1211.  (I) Infilling the data of commencement of service for pension and  leave, if the officer is pensionable, the date from which  service   counts for pension should be shown,   otherwise the word  " Non-pensionable " should be inserted.

(2) In the case of officers who are appointed as temporary in the first instance and on subsequent confirmation are allowed to count a part or whole of their service for leave and pension, a suitable remark to this effect should be given below the heading, and the dates from which service counts for leave and pension should be indicated in the space provided for the purpose.

1212.  Events during Service.—The events during the service of an officer fall under three categories—

(i) Postings and Promotions ;

(ii) Leave ; 

(iii) Miscellaneous.

1213.  Posting and promotions.—The postings and promotions should be recorded in  the form showing in parallel columns the station where posted, the date, the substantive post held and the officiating post, if any.

1214.  Under the heading " Station " in the body of the Card, the name of the railway on which an officer is employed should be shown ; it is not intended to show transfer from station to station on the same railway, which do not affect the  pay of the officer.    In the event of an officer being appointed in an office or department or Ministry on deputation  outside the   railway, the name of such office or department or Ministry will be shown under the heading e.g., Railway Board's Office;  Research, Designs and Standards Organisation,  and so on.

1215.  Under the heading " Date " in the body of the Service Card,  the actual date from which the event takes effect should be shown.    If the event takes effect from the afternoon  of a date, the next day should be shown under this heading,   but in no case should the word "forenoon " or " afternoon " be inserted.

1216. In the Service Cards of officers who are appointed as probationers, the entry should be made under the heading "Substantive appointment " clearly indicating the Department or Service to which the officer is appointed, i.e., " Probationer, Indian Railway Service of Engineers ";" Probationer, Indian Railway Traffic Service " and so on.

1217. The first entry in the column "Date" in the body of the Service Card should be the date from which the officer commences to draw pay.

1218. On the confirmation of a probationer or an apprentice in the service, the date of confirmation should be recorded and the word " confirmed " should be added within brackets under the heading " Substantive appointment ". This also applies to permanent promotions from Class II service to Class I (Junior Scale), Class I (Junior Scale) to Class I (Senior Scale) and Class I (Senior Scale) to administrative ranks, and from one administrative post to another.

1219 Officers promoted from non-gazetted ranks.—'When the appointment of an officer on permanent promotion from a non-gazetted service is gazetted, all the periods during which the officer had previously officiated in the Gazetted rank should be clearly and correctly recorded. The period of his service prior to the date of his permanent promotion should also be indicated below the heading thus—

"Was employed in the non-gazetted establishment from.....................to..........................."

1220. Temporary Officers.—In the case of a temporary officer a contemporaneous record of the events of his service should be kept in the Service Card. On confirmation, the period during which he was borne on the temporary establishment should also be indicated below the heading thus—

"Was employed as a temporary officer from.........................to............................"

1221. Officers borrowed from other Civil Departments or Ministries.—So long as the services of an officer are obtained on loan, no service card may be maintained for him. If and when the services of such an officer are permanently transferred to Indian Railways, the Service Card should be written up and the particulars of his past service obtained from his parent department and reproduced in the Card.

1222.  Leave.—When an   officer  proceeds  on leave, the nature of the leave and its  duration should   be shown, as also the date from which it is availed of by the entry of a special note.   This entry should be revised, if necessary, and the date of return from leave shown when the officer returns from leave.   When the leave taken is out of India, the dates of embarkation and dis-embarkation should also be shown.

1223.  Miscellaneous events during an officer's service relate generally to— 

(i) the passing of departmental examination ;

(ii) the crossing of an efficiency bar ; 

(iii) deputation on special duty ;

(iv) election for revised or liberalised leave or pension rules, or for any term  affecting leave, pay, pension etc., in respect of which option is allowed;

(v) transfer to foreign service ;

(vi) literary productions ;                                                                                                 .

(vii) honours and decorations ;

(viii) war service, etc.

Each miscellaneous event as it occurs should be recorded in the Service Card by the entry of a special note with brief relevant particulars, showing the date or period concerned, the nature of the event, etc.

Note.—Particulars of War Service, which have a bearing on pay, promotion, leave or pension should be shown, In addition specific entry should be recorded showing the period for which the officer was on military duty. Mention in the Gazette of India gallant services and devotion to duty should be recorded giving reference to the Gazette Notification.

1224.  Pensionable Officers.—When a temporary post is declared   as qualifying for additional  pension, a note to that effect should be recorded in the Service Card of the officer holding the post.   If while  holding such a post, the officer proceeds on leave and it is certified that he would have continued to hold   it had he not proceeded on leave, such a certificate should also be recorded.

1225.  Officers transferred to foreign service.—!f the services of an  officer of Indian  Railways are lent to a foreign employer or other Department or Ministry, his Service Card should include all particulars of leave taken during the period of loan, and also of other events that have a bearing on the officer's service under the Government.

1226.  If an appointment   held by an officer on foreign service is certified to correspond in rank and  responsibility to a similar  appointment on Indian   Railways  for purposes of additional pension, such certificate should be recorded.

Record of Service of Non-Gazetted Staff:

1227.  Service Books.—For each non-gazetted  railway servant, whether  pensionable or non-pensionable, Service  Book in revised form shall be maintained in Form No. G. 1227 and kept in the custody of the head of the office.   When such a railway servant is officiating in a gazetted appointment,   his Service  Book should continue to be kept by the head of the office to which the Railway servant permanently   belongs, but when he is confirmed in such appointment, his Service Book should be forwarded to the Accounts Officer concerned for record.   The revised Service Book   Form will be applicable only to new entrants in   Government Office. In the case of existing Government servants, the new Service Book may be used when the existing stock is exhausted and in that case the existing entries need not be re-written in the new form.

INSTRUCTIONS FOR MAINTENANCE OF SERVICE BOOK

PART—I

I. Entries in this part will be made at the time of first appointment of the government servant and attested by the head office or any other officer duly authorised in this behalf. Additions and alterations in this part-will also be similarly attested.

2. Signature or left hand thumb in ression of the government servant  concerned  will  be -obtained  in the presence of the head of office or authorised officer.  

PART-II

3.  The first seven certificates will be recorded at the time of initial appointment of the government servant and the remaining three, at the appropriate stages.    In particular before certifying item 4 regarding the oath of secrecy, the held of office will ensure that a copy each of Official Secrets Act and Central Services (Conduct) Rules are made available to Government servant concerned for formally noting their contents.

4.  The blank space in this   part may be   utilised for   recording  other certificates   like  those -concerning exercise of option in service matters and passing of departmental end   language tests if and when necessary.

5.  The declarations, nominations and related notices like changes in  nomination  for S. R. P. F.,  D.C.R. Gratuity and Family pension testimonials and other documents referred to or relied upon in this part will be placed in a folder tided " Volume II of Service Book.................." to be kept by the head of office in safe custody.

PART-III-A

The part will be posted only where no service book is available   in respect of the past service which has to be admitted  on the  basis, say, of collateral evidence.           

6-A. Entries made in this column should be attested by the head of office or any other officer duly authorised in this behalf.                                                                                  

6-B. The purpose for which the previous service  has been accepted as ' qualifying ' should be specified e.g. leave, pay, pension etc.

PART-III-B

7.  Columns 1, 3 and 4 will  be posted-after receipt of an intimation from the foreign employee about the government servant having reported to him for duty.

8.  Column 2 will be filled after the reversion of the government servant from foreign service.   

9.  Entry in column 4 will be brief, i.e.' foreign employer ' or ' government servant' as may be appropriate

PART—IV       

10. Entries in this part will be made at the time of initial appointment and thereafter, on the occurrence of events involving a change in the post, office, station, scale of pay, or nature of appointment. Such events will include appointment, Promotion, Reversion, Duplication transfer (including transfer on foreign service), treatment leave and suspension.

11. Entries regarding confirmation, quasi-permanency and suspension and other forms of interruption in service, will be made in red ink.

12. Column 3 in respect of a particular entry will be posted at the time of making the next entry-   .

13. Column 4 in respect of second and subsequent entries  need be filled only if there is a change .in  the post, scale of pay, office or station.  

14.  Columns 5 and 6 will show different components of pay separately, thus (240 + 50 (S.P.) + 60 (P.P.).

15.  Column 7 concerning an entry will be posted at the time of   making the next entry.   In the case  of leave, this column will also indicate nature of leave.

16.  Before putting his signatures in column 8 ; the attesting officer will ensure that there is no un-explained gap between the date shown in cloumn 2 of the entry he is attesting and column 3 of the preceding entry.

17.  At the beginning of the year or at the time of transfer of service documents to another   office/A.G. if this event occurs earlier, entries in column 2-7 will be verified, with reference to relevant records in   terms of 1938-G, I. While putting his signatures in column 9, the verifying officer will indicate the Sl. Nos. of  the entries he has verified and the records from which verified .    He will also ensure that   there is no gap between the Sl. No. of the first entry verified by him in the instant case and that of the last entry certified as having bean verified on the last occasion.

18.  If for unavoidable reasons, it is not possible to show the service book to the employee and to obtain   his signature  in Col. 10 an  abstract in  the  perescribed form  will be communicate  to  him for  acknowledgement and return.   On receipt book, such acknowledgement will, be kept in Volume II of the service book.

19. Events  like  stoppage  of increment,   enforcement of efficiency  bar,  which  do not affect entries   in Columns 1-5 will be briefly noted in Column II.                                                                                            -  -

1228.  Attestation of Entries.—'Every step  in   a  railway servant's official  lift must be   recorded in   his service record and each entry in the service records of railway servants other than Class IV staff including   workshop staff in semi-skilled and  unskilled categories, must be attested by a Gazetted Officer.   As regards Class IV staff, including workshop staff in semi-skilled and   unskilled categories,   every incident in the   service of such employees which may affect the amount of their gratuity/special   contribution to Provident Fund   or   Pension must be carefully entered.    Entries relating to the commencement and termination of service and    recommendations for gratuity/special contribution to Provident Fund or Pension shall   be attested by a Gazetted   Officer; other entries may be attested by a senior   subordinate authorised by the head of a department.    The head of the office must see that ail entries are duly made and  attested and that the record contains no erasure or overwriting, ail corrections being neatly made and properly attested.

1229.  Suspension   and   Interruption.—Every  period of suspension  from  employment and every other interruption of service   must   be  noted,  With full details of its duration, in an entry    made across the page  of the service   record   and   duly  attested.    It is the  duty of  the  Attesting Officer  to see  that such  entries are promptly made.

1230.  Annual Verification.—At a fixed time,  early in the year, the service   books and   service rolls of pensionable employees should be taken up for verification by the head of the   office who, after satisfying himself that the services of the Railway   servants concerned  are correctly recorded in each Service  Book,  Should record in it a certificate in the following form over his signature :—

" The service verified upto............(date) from............(the   record   from which verification is made) and the same will qualify for pension except the    following   period of service   which will not qualify for pension for reasons indicated against each "  

From................to...............".

Note.—The verification of service  referred  to above should  be in  respect of all  service  qualifying for    pension  whether permanent, provisional,   temporary or officiating.

1231.  The head of the office in recording the annual certificate of verification   should,   in   the case of any portion of service that cannot be verified from   office records,   distinctly state that for   the   excepted   periods (naming them) a statement in  writing by the Railway servant, as well as a record of the evidence  of his contemporaries is attached to the book.

1232.  Transfers.—When a railway servant is transferred from one office,   district or division to another, his record of service shall be sent to the head of the office to which he is transferred and not made over to   him non should it be given to him when proceeding on leave. In the case of a pensionable person, the head of the office under whom ha was originally employed, should record in the service book under his signature the result of the verification of service, with reference to pay bills and acquittance rolls, In respect of the whole period during which the railway servant was employed under him., before forwarding the Service Book to the office where the services are transferred.

1233. If a railway servant is transferred to foreign service, the authority maintaining his record of service must send the record to the Accounts Officer concerned.    The Accounts Officer will return it after noting in it, over his signature the order sanctioning  the  transfer, the   effect  the   transfer   in  regard   to   leave admissible during foreign service and any other particulars which he may consider to be necessary. On the railway servant's re-transfer to Government service, his service record must again be sent to the Accounts Officer, who will then note in it, over his signature, all necessary particulars connected with the foreign, service including the fact of recovery of leave and pension or provident fund contributions. No entry relating to the time spent by a railway servant in foreign service may be attested by an authority other then the  Accounts Officer.

1234. Scrutiny by Employees.—!t shall be the duty of every Head of Office to initiate action   to show the Service Books to railway servants governed by pension rules under his administrative control every year and to obtain their signature therein in token of their having inspected the Service Books.    A certificate to the effect that he has done so in respect of the   preceding financial year should be submitted by him to his next superior officer by the end of every September.    The railway servants  shall   inter-alia ensure   before  affixing their signature that their services   have   been   duly verified and certified as such. In the case of  a railway servant on foreign service, his signature shall be obtained in his  Service Book after the Accounts Officer has made therein necessary entries connected with his foreign service.

 1235. The scrutiny of his Service Book by the railway servant concerned, must be made in the presence of a responsible official. As a token of his scrutiny and acceptance of entries in the Service Book, the railway servant should sign in the relevant column of the Service Book and, the official who supervised the scrutiny will also endorse his signature as evidence that scrutiny was conducted under proper supervision and the supervising officer is satisfied that it was bona fide and no unauthorized changes were made in the entries in the Service Book in the course of such scrutiny.
